A cosmetic product is defined as: 

'any substance or mixture intended to be placed in contact with the external parts of the human body (epidermis, hair system, nails, lips and external genital organs) or with the teeth and the mucous membranes of the oral cavity with a view exclusively or mainly to cleaning them, perfuming them, changing their appearance, protecting them, keeping them in good condition or correcting body odours.'

Any end user (consumer or professionals using the cosmetic product) in Denmark that have experienced undesirable effects related to the use of a cosmetic product can make a report.

Your report is used by the Danish Environmental Protection Agency to assess whether or not to further regulate certain cosmetic products or substances (cosmetovigilance).

If the Authority determines on the basis of the reporting that the cosmetic product has a serious undesirable effect, it has to share the information with the other competent authorities in European countries in order to determine whether the product or a substance contained in the product constitute a problem within the European Union.

Your report is not made publicly available.

The Danish Environmental Protection Agency does not disclose information about name, e-mail and telephone number to external parties.

However, the DEPA discloses information about year of birth, health data and gender (voluntary) to the company in question, which is responsible for the product.

In the case of a report of a serious undesirable effect, the information on year of birth, health data and gender (voluntary) is transmitted via the European Commission communication system about market surveillance (ICSMS) to the other EU Member States in order to obtain a cross-border overview of all the serious nuisances that have arisen throughout the EU from the use of cosmetic products.
